There is a common understanding among Muslim communities, that when rain continues to fall, we should pray with the following prayer:
اَللّهُمَّ حَوَالَيْنَا وَلَا عَلَيْنَا
“O Allah, send down (rain) just around us and do not make us happy.”
This prayer is quoted from the hadith of Imam Bukhari's history from the Anas Ibn Malik line radhiallahu 'anhu:
عَنْ أَنَسٍ قَالَ بَيْنَمَا رَسُولُ الله صلى الله عليه وسلم يخطب يوم الجمعة إذ جاء رجل فقال يا رسول الله قحط المطر فادع الله أن يسقينا فدعا فمطرنا فما كدنا أن ن ل إلى منازلنا فما زلنا نمطر إلى الجمعة المقبلة قال فقام ذلك الرجل أو غيره فقال يا رسول الله ادع الله أن يصرفه عنا فقال رسول الله صلى الله عليه وسلم اللهم حوالينا ولا علينا قال فلقد رأيت السحاب يتقطع يمينا وشمالا يمطرون ولا يمطر أهل المدينة
“From Anas bin Malik, he said,” When the Messenger of Allah. on a sermon on Friday, suddenly a man came to him saying, “O Messenger of Allah, the rain has not come down for a long time, pray to God to bring rain to us.” So he prayed until the rain fell, and almost we can't go home. That is because the area around Jakarta such as Bogor and others is an area located on a plateau. So when heavy rains around Jakarta, Jakarta residents will be in an alarming situation, because they will be hit by floods. This is as written by K.H. Ali Mustafa Yaqub in his book entitled “Al-Thuruq Al-Shahihah fi Fahmi Al-Sunnah Al-Nabawiyyah”.
Unlike the case with Medina Al-Munawwarah, the place of this hadith was said by the Prophet Muhammad at that time. The area around it is a desert which if it rains there, the rain will not give to the residents of Medina, therefore the residents of Medina will be safe.
Based on this, the above prayer is not enough to be practiced in Jakarta textually, but we can replace it according to the context of the hadith, for example:
“ Allahumma '” ala al-bahr, laa' alainaa walaa hawaalainaa “
” O Allah, send down rain in the sea , not in your area, nor in the area around us. ”
This prayer does not conflict with the hadith text. Because the essence or purpose of the prayer in the hadith is to avoid the danger of the inhabitants of Medina.
